1. Carl Bell - The SAIC Engineer who spilled the beans on Gerrard Denault
2. The wife, mother and cousin of Mark Mazer for their role - I know theye were going to server sentences of 2 - 4 years
3. Victor ??? who was head of DA Solutions or PrimeView and co-operated with investigators
..... There is no mention of them in the press. Only Mazer, Denault and Mazers Uncle who are serving 20 yrs behind bars.
Looks like Joel Bondy is off the hook..no trace of the money leading to him yet he was the head boss of both Mazer and Denault. How can the authorities belive he knew nothing of the budget going from $68 million in 1998 to over $700 million by the time he was fired. This has got to be the most ridiculous fraud in NYC history. I believe Bondy must have told the DA's office that Bloomberg was desperate to have CityTime in place to prevent fraud within NYPD and NYFD that money was no objective
How could the US attorney think that Mayor Bloomberg team Bloomberg and key officials the city Council had nothing to do with pushing SAIC and City Time Crimes through including Dept Of investigation who turned away whistleblowers????

All in all, we only have a few of the culprits behind bars.
The person identified as "jellybean" in the CNN artcle is:

. reported directly to Denault.
. allegedly had a large role to play in the fraud and benefitted himself by working fewer hours than 40 yet billing for at least 40.
. he was hardely seen in the office. No direct payments in forms of a bribe were made to him as they were to Denault and Bell.
. Allegedly Jellybean just did not have to show up for work...Denault signed of on his 40 hours/wk + more at some times.
In other words, allegedly Jellybean billed for time not on work as a contractor, got approved by Denault, and OPA, the agency headed by Bondy paid out. That is how allegedly Jellybeans payment for the fraud was handed to him...a chq from SAIC that was in turn financed by OPA.
Other than above, all is quiet on the CityTime front.
Did Deb Alderson sign all the New York City government contracts -- not Gerald Denault...and then Deb was allowed to walk and get to you jobs one that puts her closer to the FBI like Rose Gill Hearn that got to kick back appointments from Mike Bloomberg.

Heard on the street in my opinion ...In another case where fraud was rampant, SAIC contractors at the bottom level performed overtime in 2004-2005 when the budget was "smaller" and not sifficient to pay overtime.
SAIC management told its staff to put aside those overtime hours ina spreadsheet.
Once higher budgets were approved in 2005-2006, SAIC staff were told to carry those hours forward from 2004 and start billing between 40 - 60 hours so as not to raise eyebrows.
SAIC contractors may have billed more overtime hours than they actually performed in 2004 as there was no accountability.
Heard on the floor was "if management can do it, why can't we?".....and so the contractors other than management in SAIC had their own fraud going.
Allegedly in my and others opinion heard on the street:
These SAIC contractors who committed their own fraud amounting in the $00's over several years reported to one of several managers including "JellyBean" and to other managers at JellyBeans level.
All the managers reported to Denault with Jellybean the lead manager. JellyBean had very "close" ties to Mazer and Scott Berger and was found to be in close door discussions with Mazer. JellyBean converted from SAIC full time employee to SAIC sub-contractor in 2005....his salary was bumped up significantly no doubt to keep his lips tight.
Another manager (Brian Fellon) not charged but allegedly reported and pictured in Gonzalez column when the story first broke out on the huge salaries SAIC CityTime contractors made is also guilty as is another team lead reporting to "JellyBean" by name of "Christie". Both Christie and Fellon earned between $500,000 - $700,000/yr in salary and are pictured in one of Gonzalez articles.
Naturally, as long as the managers were committing their own fraud, the other SAIC sub-contractoers at the lowest level felt they could do the same.
It is why Preet is quoted as saying "the fraud was epic in nature" and "blazened with fraud".
Many sub-contractors from SAIC working on CityTime were involved and not just management. Allegedly Jellybean knew about it, allegedly Brian Fellon knew about it and so did Christie. These three took their share a different way.
Anyone who could do simple math including New York City government officials and those working in DOITT knew it... Mark Page, City Council in my opinion.
CityTime, 911 simple math we were robbed.
Denault is not going free under any circumstances. He is going to die from over-eating junk food. He has inflated since leaving CItyTime. Would not be surprised he commits suicide in jail. They have 19 yrs and 10 months to go.
